Ukraine and France Launch Satellite Coalition for Security and Reconstruction

Ukraine and France are joining forces to create a satellite-based Earth observation coalition. This initiative aims to boost Ukraine's security sector and support its reconstruction efforts. The project, involving national space agencies and defense institutions from both countries, seeks to establish a Ukrainian-controlled satellite group with potential applications in agriculture, energy, demining, and reconstruction.

Valeriy Borovyk, head of the Ukrainian alliance 'New Energy of Ukraine,' revealed that the goal is to have Ukraine's Space Forces operational by the end of 2025 and deploy national satellites for defense, air-raid warning, and space domain awareness by 2030. The project plans to create a national consortium for deploying a satellite constellation dedicated to high-frequency monitoring, with refresh rates up to 100 times higher than the EU's Copernicus program.

The Ukrainian Ministry of Defense has set up a space policy department to coordinate state, private, and academic initiatives in the space field. The initiative includes a unified digital platform for consolidating information from multiple sources and a modular architecture for gradual industrial expansion in Ukraine. Key Ukrainian partners include defense and IT companies like First Contact and the Laboratory of Advanced Jet Engines. France is represented by Prométhée, a Newspace operator that develops and manages nanosatellite fleets. Both countries have signed a cooperation agreement to establish a constellation of small Earth-observation satellites for Ukraine's sovereign access to space-based intelligence.

Funding for this ambitious project will come from a combination of French support and other international partners. Discussions are planned with the European Defense Fund, NATO Innovation Fund, and additional governments. By working together, Ukraine and France aim to enhance Ukraine's security and reconstruction efforts through advanced satellite technology.
