Simplified Verification Process for Police Background Checks in Teacher Employment at Private Educational Institutions by Government Authority
In a significant move aimed at enhancing efficiency and simplifying the recruitment process, the government has revamped the police verification process for teachers in non-government educational institutions at the entry level. The changes, outlined in a circular issued by the Secondary and Higher Education Division on 9 July 2025, have streamlined the procedure, making it more transparent and time-bound.
Previously, the process involved the Non-Government Teachers' Registration and Certification Authority (NTRCA) sending Verification Roll (VR) forms to the Security Services Division of the Ministry of Home Affairs for coordination with the SB for verification. However, the new method adopted for police verification bypasses the Security Services Division and sends VR forms directly to the Special Branch of the Police Headquarters.
Under the new process, candidates are now required to submit their police verification certificates only at the time of joining or after clearing interviews, rather than requiring early or multiple submissions. This integration into the recruitment flow makes the process more straightforward and reduces procedural delays.
The new method was implemented to eliminate delays caused by the additional layer of bureaucracy in the previous process. Recruitment announcements now emphasise that no extra travel allowances are paid for verification or interview-related attendance, indicating an effort to make the process cost-effective and straightforward for candidates.
The circular issued on 9 July also specifies the new roles and responsibilities of the NTRCA, Special Branch, and Police Headquarters in the police verification process. Candidates who fail to submit their VR forms will not be considered for appointment recommendations, as clarified by the circular.
The changes in the police verification process are intended to streamline the recruitment process for teachers in non-government educational institutions at the entry level. The new method aims to expedite the recruitment process, making it more efficient and candidate-friendly.

In light of the revised police verification process, candidates for teacher positions in non-government educational institutions are now requested to submit their certificates only upon joining or during final interviews, minimizing procedural delays and fostering education-and-self-development opportunities. The intention behind this change is to establish a more straightforward, time-bound, and candidate-friendly recruitment process.
