In a significant shift in policy, the Federal Service for Supervision in Education and Science (Rosobrnadzor) has introduced the possibility for students to retake the Unified State Exam (USE) in one subject during the university admission campaign. This change was proposed by Russian President Vladimir Putin in February 2024.

According to Anzor Muzaev, Head of Rosobrnadzor, the 2025 USE campaign saw a 27% increase in students retaking the exam, with approximately 144,000 students participating. This represents a stark contrast to the previous year, where only 113,000 graduates took advantage of the opportunity to retake the USE.

Prior to 2024, students could only improve their USE score in the following exam campaign. However, the new provision allows students to re-sit a single subject during the university admission campaign, providing a second chance to those who may have struggled in a particular area.

The main USE period in 2025 took place from May 23 to July 4, with retakes on July 3 and 4. During this time, a total of 608 participants were removed for various violations, with 189 individuals being penalised for using communication devices and 419 graduates being removed for attempting to take control materials out of the exam or using cheat sheets.

The changes in policy have had a noticeable impact, marking a significant departure from the previous policy. This new provision was implemented by Rosobrnadzor through internal documents and is a result of Russian President Vladimir Putin's proposal in February 2024.

Over 712,000 individuals registered to participate in the main exam period, including 637,000 current graduates. The Unified State Exam is a crucial assessment for high school students in Russia, determining their eligibility for university admissions.

For more detailed insights into the changes in the number of students retaking the USE from 2024 to 2025, or the reasons for any violations during the main exam period in 2025, it would be necessary to consult official sources or reports from Russian educational authorities or media outlets that cover educational issues in Russia.
