In a recent development, Culture Minister Wolfram Weimer held a constructive and open meeting with major media corporations, including Netflix, Amazon Prime, Apple TV+, and Disney+, at the Chancellery in Berlin. The conversation focused on the production of series in Germany, with Weimer expressing his concerns about the German film industry and the impact of digital platforms and streaming services.

Weimer's comments were made to the "Rheinische Post." He stated that the German system is under pressure and in existential distress due to these changes, citing structural disruptions as a major concern. He also highlighted the need for more investments in films and series in Germany and the attraction of talent to the country.

The meeting followed Weimer's suggestion of a commitment or self-commitment from the corporations to invest in Germany. As of the first half of 2025, these streaming services are actively engaged in film and TV production in Germany, with varying levels of investment and strategic commitments.

Amazon Prime Video has notably increased its production volume in Germany, signaling continued and perhaps growing investment in local content pipelines and scripted productions. Netflix, while slightly reducing its activity compared to previous highs, remains a significant player, focusing more on proven formats such as book adaptations, co-productions, and renewals of successful intellectual properties.

Apple TV+, while smaller in subscriber base compared to the giants, continues to invest in original scripted content globally, including Germany, through Apple Studios. Their role is more about quality over quantity, emphasizing innovative projects and strategic partnerships.

Disney+ is growing its subscriber base and revenue, particularly in ad-supported video-on-demand, but specific detailed film industry investment commitments for Germany are less publicly detailed. Disney’s global strategy involves both large-scale production and local adaptations; thus, it likely includes continued investment in Germany but with less explicit publicly stated self-commitments.

A possible investment commitment is mentioned in the coalition agreement, but no commitments were spoken of by Weimer after the meeting at the Chancellery. The federal government will create further incentives to strengthen this dynamic in Germany, aiming to make it a home for creative value creation and more successful series and blockbusters made in Germany.
