Tension Persists in New Caledonia's Political Tower

Minister Valls' latest bid to resolve New Caledonia's political predicament concluded fruitlessly, with no breakthrough achieved during the three-day meet-up off-Nouméa's capital. The aim was to find a compromise regarding the territory's future political setup [1][2].

This deadlock has roots in the 2021 referendum boycotted by the pro-independence side, leaving the path to self-determination murky and undecided [1]. Two proposals came under scrutiny during this round of talks:

  1. A plan, backed by Paris, seeking ongoing sovereignty with France.
  2. A federal system, proposed by anti-independence Loyalists, within the French Republic.

Regrettably, neither proposal garnered support from both sides. Valls labelled the Loyalists' proposal as a potential threat to New Caledonia's unity and territorial integrity by promoting a de facto partition plan [1].

This impasse has stalled discussions on a critical matter – the election roll composition. The disputes surrounding this debate fueled destructive riots in May 2024, claiming 14 lives and causing approximately two billion euros in damages [1].

Rise and Fall of Proposals

Resumption of talks occurred at the start of 2025, marking Valls' third visit to the region for the year [1]. The convened discussions saw both factions seated at the same table for the first time in months. However, internal strife persisted, leading to a temporary halt in discussions [1][5].

The French government introduced a proposal comprising dual nationality (French and New Caledonian) and the immediate transfer of sovereign powers. However, this idea irked pro-independence groups, who saw it as a hidden acknowledgment of New Caledonia's secession [5].

"The transfer of sovereign powers was the main stumbling block," said Loyalist MP Nicolas Metzdorf. The Loyalists, nevertheless, remain steadfast in advocating for a federated state with increased provincial authority [5].

Sonia Backès, another Loyalist leader, claimed to have averted a disaster for New Caledonia, suggesting that the lack of agreement was not chaos [3].

France Warns of Political Mayhem if Settlement Not Reached

New Caledonia prepares for crucial provincial elections, slated for 2025, that will establish its forthcoming local government. These elections, initially postponed due to the previous year's unrest, must now take place by 30 November 2025, as mandated by France's Council of State [2].

For over a decade, the electoral roll has excluded those who migrated to New Caledonia post-November 1998, the date of the Nouméa Accords between the French state and the region. Many Indigenous Kanaks contest altering this rule, fearing it would weaken their struggle for self-determination [4].

Despite the continuing impasse, Valls commended the peaceful exchange of ideas, asserting that common ground had been found. In the following months, a monitoring committee will continue the discussions [3]. He reaffirmed his determination to avoid a return to violence and called for cooperation from all sides to collaborate with the State for peace, dialogue, and reconstruction [3].
