In the heated debate surrounding international students in Saxony-Anhalt, several factions within the Landtag are pleading for nixing tuition fees for non-EU students. According to SPD faction leader Katja Pähle, "Why the hell would we erect even the tiniest roadblock for these ambitious youngsters? We'd be shooting ourselves in the foot."

In response to a CDU motion, the Landtag delved into the subject of international students in Saxony-Anhalt. Approximately 92% of international students hail from outside the EU, the motion alleges. These students attend tuition-fee-free, sans any binding obligation to work in the country post-graduation or reimburse the education expenditures in any other manner.

CDU Pushes for Tuition

CDU MP Marco Tullner posited that the target wasn't to discourage students from abroad but to fortify the financial stability of higher education institutions in the coming years and "to retain international students and groom them into our future specialists," said Tullner. He emphasized the enthusiasm exhibited by university rectors in the region to engage in this argument.

Science Minister Armin Willingmann (SPD) stated that Saxony-Anhalt's universities can maximize their potential through international students in light of demographic change. He reiterated, "Our study destination in Saxony-Anhalt ought to remain appealing."

University Rector Calls for Distinction

The Rector of the Otto von Guericke University Magdeburg (OVGU), Jens Strackeljan, previously advocated for a more nuanced perspective. The objective is to offer incentives to retain international students, but also to account for the labor market's absorptive capacity, he highlighted.

In some companies, English competency is sufficient, particularly in the IT sector, but in others, command of German is mandatory, thus restricting the job hunt for graduated international students, explained Strackeljan. The University of Magdeburg currently offers free German courses for students to bridge this gap.

At present, there isn't sufficient data to determine how many graduates from non-EU countries stay in Saxony-Anhalt upon completion of their studies. However, this information is set to be investigated.

With over 12,000 students at the OVGU for the current summer semester, 4,751 are international students. The largest contingent, with over 2,000 students, hails from India.

AfD Criticizes English-Language Programs

The AfD supports measures to better control international students. However, they argue, tuition fees should not serve as a barrier that selects students based solely on economic performance. Instead, an intelligent fee system is needed. Furthermore, AfD member Hans-Thomas Tillschneider criticized the availability of English-language programs, contending that those studying in Saxony-Anhalt should be proficient in German or willing to swiftly learn it.

Apart from the SPD and the Greens, the Left consistently opposes tuition fees for international students. "These out-of-date notions have thankfully vanished from the annals of higher education policy," said Hendrik Lange, the higher education spokesman for the Left faction.

At the federal level, there are CDU voices propounding that foreign medical students should foot the bill for their studies in Germany if they plunge back into their home countries immediately after graduation. "Those who study here should, as a bare minimum, practice in rural areas for five years. Those who aren't keen should reimburse the costs of this world-class education," proposed Sepp Müller (CDU), deputy chairman of the Union faction, who represents the constituency of Dessau-Wittenberg, in Bild newspaper.
